How is a survey report structured and how should it be read?

The report divides in two: what was done and what was found. The first part records which system was inspected with which instrument; the second grades the findings by urgency — urgent (before going to sea), short-term (this season) and monitor. Read the urgency column first, then the cost range.

Why it works this way

Knowing how a finding was obtained is part of knowing what it is worth. A note that says "moisture present" and a mapped set of readings taken on a grid are not the same evidence, and a good report makes the difference visible.
