Does the boat have to be hauled out for a survey?

For a thorough hull survey, yes. The underwater hull, keel, skin fittings, shaft and propeller can only be examined ashore, and moisture readings only mean something once the hull has dried. An in-water inspection covers the deck and engine room but cannot give a reliable opinion on hull integrity.

Why it works this way

The underwater hull carries a boat’s most expensive repairs and is never seen while she is afloat. Moisture readings on a wet hull come back misleadingly high, so the hull should have dried for at least 24-48 hours after washing. Skipping the haul-out saves money by skipping the most valuable part of the survey.
